Wenn auch in kommunistischer Zeit ein Urbanisierungs- und Industrialisierungsprozess einsetzte, so wohnte doch die große Mehrheit der Albaner vor 1990 noch auf dem Land. Das prägt die Mentalität vieler Menschen bis heute auch in den Städten, denn wenn sie nicht erst selbst in die Stadt gezogen sind, so waren es ihre Eltern und in jedem Fall haben sie nahe Verwandte, die noch immer von der Kleinlandwirtschaft leben. Ein traditionelles Bürgertum ist in Albanien immer sehr rar gewesen.
