Das reale Wachstum des Bruttosozialprodukts stieg 2002 um 4,7%, im Jahr 2003 um weitere 6,0 %. Die Arbeitslosigkeit sank von 15,8 % im Jahr 2002 auf 15,2 % im Folgejahr und befindet sich damit weiter auf hohem Niveau. Überdies geben die offiziellen Zahlen nicht annähernd den hohen Grad der Unterbeschäftigung auf dem albanischen Arbeitsmarkt wieder. So gelten zum Beispiel die Angehörigen von Kleinbauernfamilien nicht als arbeitslos, auch wenn ein halbes Dutzend erwachsene Familienangehörige.
